On July 10, the Zhejiang Power Primary-level Governance Brand Development Lab officially launched its research initiative at Tsinghua University, alongside the unveiling of the 2025 "Lighting up Every Home · Light Chaser Initiative" brand experience program. Experts from Tsinghua University, Peking University, and media representatives from China Sustainability Tribune gathered to explore the integration of power service branding with primary-level governance innovation.

Showcasing Brand Achievements

The event highlighted the "Lighting up Every Home" service brand, featuring "One Station Warms a City" – a "public + nonprofit" collaborative model for urban community power services, and "Ningbo Pilot" – China’s first industrial-community governance initiative in the power sector, including a energy efficiency program.

Representatives from State Grid Ningbo Power Supply Company demonstrated how the brand’s three-tier community services and cross-provincial practices have become a "Golden Key" for solving primary-level governance challenges.

Expert Recommendations
Attending scholars proposed strategic upgrades:
✅ Theoretical Framework – Tsinghua researchers urged scalable governance models based on systematic study.
✅ Youth Engagement – Experts from the Communication University of China advocated Gen-Z friendly communication to amplify social impact.

✅ Public Value – Sustainability specialists praised the project as a pioneering example of equitable public services.

2025 "Light Chaser Initiative" Upgrade

Building on its 2024 pilot, the 2025 program will partner with government agencies & communities and university teams to fulfill field research, brand immersion, and policy analysis and validate solutions. They will showcase outcomes through Tsinghua think tanks, national primary-level governance forums, and PR award platforms to establish a nationwide benchmark.

Qian Haijun, "Role Model of the Times", founder and chief mentor of "Lighting up Every Home" service brand, called on the youth to engage in solving primary-level challenges. The initiative continues to pioneer central state-owned enterprise (SOE) governance innovations, aiming to replicate its success across China.
